As per the latest Guidelines MSME Definition has been changes as followed:

The MSME sector is crucial to the Indian economy, contributing significantly to GDP and exports, with MSMEs accounting for approximately 30% of India’s GDP and around 46% of its exports. While there were no specific MSME definition changes proposed in the 2025 budget, the government continues to support the sector through various initiatives.

To determine if your enterprise falls under Micro, Small, or Medium, and to update your MSME Udyam registration, you need to check the investment and turnover limits based on the current MSME definition, which is based on the MSMED Act of 2006.

Udyam must be updated as per the latest guidelines every year after the April So, Turnover figure will be reflect as per the GST / Income tax.

Example: If you turnover is 11 crore and Investment in plant and machinery value is 2 crore than your unit will fall under Small enterprise as per the turnover. MSME portal will fetch the data from the GST portal or Income Tax Portal. You no need to declare the same for the existing unit. If your unit is new you can give the figures for investment in the Plant and Machinery.

MSME classification in India is based on investment in plant and machinery and annual turnover, with revised thresholds effective April 1st, 2025. Micro, Small, and Medium Enterprises are now classified based on investment up to ₹2.5 crore and turnover up to ₹10 crore for micro, ₹25 crore investment and ₹100 crore turnover for small, and ₹50 crore investment and ₹250 crore turnover for medium enterprises.

All MSME owners are into dilemma for how MSME will work and who falls under which category. Every business man needs to understand the level of Industries based on the turnover / investment in plant and machinery.

For MSME classification, the Ministry of MSME considers investment and turnover data from the Income Tax Department and GSTN, respectively, excluding export sales from the total turnover calculation.

As MSME industries is very big and many units owners are not educated or ignoring the MSME ACT 2006 or MSME Rules and they are facing many issues into dealing with State Government, Central Government or Tenders due unawareness of MSME Rules and Benefits.

While India’s MSME sector, with approximately 6 crore units registered with Udyam Certificates, is significant, many rural units remain unaware of the registration process and its benefits, hindering their growth and access to opportunitie.
